Weigh a regular coin in the Blue packaging, and then weight this one.

28.3 grams silver
28 grams the ?? non-Silver
in plastic
Edited to add:
The variance in standard weight of the naked coins between the two compositions is about 8%. You appear to have a concern about a weight variance of <1%, assuming that the weight of the packaging and plastic token is uniform. That isn't a realistic concern. A 0.3 gram variance is well within official Mint tolerance of 0.98 grams for 1971-1976 40% silver issue.

No...it's 60% copper-nickel and 40% silver. Clad is just the term used for the process of "sandwhiching" the metals together

No its 80% Silver 20% Copper clad over a 20% Silver 80% Copper core.
Weight it. Then report back.
And quit screwing around with guessing what it weighs in the mint packaging.
Cut it out and weigh it!
