Are all non pronged Blue PCGS holders now considered OBH (Old Blue Holder) like OGH (Old Green Holder)

One could take that view, but I believe the oldest blue labels have the bar code on the reverse side and have the PNG hologram.

I always considered the slabs with the series and coin numbers on the label as the OBH.
