Edit to add that as for better PCGS has listed only 4 66+ and a lone one coin as MS67.

Nick: I will try to get nearly all, or all, of the silver quarters pics up in the next 3-6 months. Plus, one or more of the pics are messed up and I need to fix them (ex: 1938-P looks nothing like that pic).

Well done! I also looked at Poole's set.
Here's something that might revolutionize the way the Washington quarters are collected.
Are there strike deficiencies in the arrows. They appear opposite the high point of Washington's hair
above the ear. You know, the same way the Monticello steps are with the Jefferson nickels.
Before someone cries, "oh no, oh God........don't start that with the quarters.........a new designation.......
.........FULL ARROWS FA or FS for a Full Strike designation. 1939-S PCGS MS67FS.......for quarters.....
I like the sound of that!
The more qualities observed in a coin, the more desirable that coin becomes!

It also happens to be one of the most difficult coins to photograph, due to the toning. I have tried many times, using various lighting techniques, and these are the best I have achieved so far.

Your '55-D is typical of most found in rolls - they usually appear to have been polished. I have seen many graded MS65 which, like yours, seem to have clean surfaces, but the luster just is so unlike that of any other date that it looks unnatural, which may be why PCGS is reluctant to grade them as 66's.
