Assuming that's on the coin, not the holder it looks stained to me. Not serious enough to bodybag, but they probably dropped the grade a point or two.

Looks like PVC or dip residue. Looks like a dog or something like what one would pick up sight unseen in the old days with the seller hoping he could stick you with it.
