Definition: A registry set's magic number is the highest number in the pop higher column. So for every date and mint mark, the number of possible pcgs graded upgrades, are equal to or fewer than the magic number.
For example the Land of Smiles Liberty Nickel Collection has a magic number of 8 due to 8 higher than his 65+ 12-s.
My 1980 mint set's magic number is 3 due to the 3 higher P SBAs.
The DRG SBA set has a magic number of 0. Every single coin is a top pop.
I know one Lincoln collector who likes to collect by magic number. He's always looking for the coin that has his maximum pop higher. His Lincoln Memorial set now has magic number 19.

(Although for clarity I would say the "highest number" in your definition rather than the "maximum number," if I understand you correctly. The "maximum number" for any issue could change as more examples are submitted, the "highest number" is a snapshot of Now.)
