Why is the ms67 pop of missing lettering Washington Dollars so much higher than regular?

Do the missing lettering coins just come nicer? Or is it just that fewer regular dollars are being submitted (at least since the initial FDI submissions)? Is it known or can it be determined which mint produced a missing lettering dollar?
