I have a group of coins Im planning on submitting and not quite sure weather or not to send this in. I purchased a 2006 S PR70UCAM NGC Jeffereson Monticello and was wondering if I would benifit more from the coin being in a PCGS holder.

Maybe I'm just mistaken.
One of the reasons PCGS won't cross MS/PR70 :
PCGS grades the reeded edge as well as the obverse and reverse of a coin when giving the MS/PR70 grade. NGC does not grade the reeded edged when giving the MS/PR70 grade. Even with the new NGC edgeview(prong) holders some of the coins reeded edge is hidden from view. So PCGS has no way of grading the coins reeded edge without the coin being raw or cracked out of it's holder.
Just so it's clear, you can submit it with a minimum grade, say 69. PCGS will examine it in the NGC holder and if they're sure it grades at least 69 they'll crack it and grade it. 70 is possible.
Here are some interesting numbers. Price guide and pop reports.
NGC
PR69 - $13.75 (4,025 graded)
PR70 - $40.00 (2,211 graded)
PCGS
PR69 - $27.00 (4,744 graded)
PR70 - $250.00 (250 graded)
If you go from NGC 70 to PCGS 69 you've lost $13. Not a lot. But then there's grading and shipping fees.
You might get very lucky with a PR70 from PCGS but consider the odds.
I'd say don't waste you money. Statistically, 95% of the very best examples end up in PR69 holders.
