Really can't say anything from those pictures. My gut feeling is some sort of false die fake second strike, with the E of ONE falling on the wreath during the fake second strike.
A remore possibility is that the coin was originally struck off-center, and then put back in and struck again.
See if you can get somebody to post better pictures, please.
