Some grades came on moderns. This ratio seem right?

I sent in 10 boxes of 06' silver anniv sets. These came straight out of an unopened mint box

min grade 70

Rev PRF 1/10
PRF .......3/10
MS........2/10


This seems low to me ...

Any thoughts?

    Grades at pcgs have been getting tighter recently...

    I sent in two 1999P SBA $ that came straight out of an OGP purchased from the mint that year, and both came back 69DCAM's.
