Actually, Jay, many extremely knowledgeable numismatists are of the opinion that there are indeed Proof High Reliefs, not just Ultra High Reliefs. NGC certifies them, and my understanding (which could be incorrect) is that PCGS doesn't, primarily only because it is all but impossible to distinguish Proofs from some business strikes which were later struck from the same dies. The ones I have seen attributed as Proofs are different looking and have specific, identifiable markers.
Just because NGC designates some as proof doesn't mean much. With my very limited knowledge of coins except for Saints, I have never seen an NGC PR HR that looked like a proof...some are better than others, but that's the variant of the issue which was so tricky to make.
My point still remains, how much are you offering that NGC PR64 for on your site?

And in addition to NGC's certification of them, I spoke with someone from PCGS, whose numismatic knowledge is virtually unparallelled. He also seemed to be of the opinion that Proofs were struck. Ditto for other people who are far more knowledgeable than I (and dare I say, you?) am about such matters.
