Can a freshly minted silver coin that is holdered ever have "original skin"?

Yes, both would be original skin but the non plasticized one may have other issues like that
old ugly toning or such!

I would say yes. Just before joining PCGS, I sold off a bunch of Proof Silver Eagles that I'd bought from the Mint originally. The 1988 had a faint purple skin that almost matched the purple velvet. I was an idiot to sell it. Aside from that, the Proof Silver Eagles that I saved from the early '90s and sent to PCGS in 2006 have now developed a little bit of "crust" around the edges. Interesting.
I knew it would happen.

Yes depending how the slab was stored. Also, one of the current forum members was caught ATing silver coins that had already been slabbed.
