The coin design is deceptive in that something about it tends to minimize in hand flaws.
Each one I thought was a great looking coin showed a myriad of small hits and scrapes along the bridge of the nose, across the forehead and along the sides of the face.
If my 4 roll sampling means anything, MS66 should be tough for the Denver coins.

They do not circulate for the simple reason that folks don;t want to use them in daily transactions. Retailers do not want to use them in daily transactions.
The coins will NEVER, EVER truly circulate as long as there is a paper dollar that consumers can use. This has been true since the mid 19th century and will not change because change is required!
I would suggest that you contact your local banks and inquire about purchasing some rolls at face value.
If you are strapped for cash, just remember that for each dollar you spend to "look", that dollar is returnable to you. The only thing it will actually cost you is your time and some gas money. Other than that searching is FREE.
As for the multiple billions sitting in Fed Vaults? Yes. There are more than a BILLION that have been made to support the Presidential Dollar program which will never see the light of day! Are mintages lower? Yes. Mintage have dropped considerably over the years and will continue to drop as long as the paper dollar continues to be printed and used.
The 2007 Washington Dollar had 940,870,000 produced. The 2009 James K. Polk dollar had 88,340,000 produced. I would expect these coins to fall into the same fate that the Kennedy Half Dollars fell into in that some day, they will only be available online from the US Mint in either bags and rolls. When that happens, look for sub 5,000,000 coin productions if mot lower.

Currently that is all that is available. 2009 have not and may not be added to the mix.
However, Washington, Adams, and Jefferson's all have some significant error coins.
An Andrew Jackson Denver coin in MS66 would be worth the grading fee's and then some.

My teller said the same thing. I told her I come on first day of release every quarter for the current issues.
