best free, online, downloadable photo-editing program with circular cropping?

I've been using and loving Irfanview since I first got my digitial camera. I think it's time to find another that has this important feature(Irfan does not). any suggestions folks?

    I like it and I'm a pretty simple kinda guy. I like photoshop a lot but it get's too complicated and I can work this on my laptop with out mouse. I like that a lot so I can watch sports and edit photos at the same time.
