Whether I register a package depends on the package's value. Somewhere around $1000 it becomes cheaper to send cards registered because the insurance is cheaper with that service. That's about the point where I'll register a package vs. sending it first class.
Oh, and to answer your question: you don't have to register your submission to PSA. It's just a matter of what amount of security you're comfortable with for your cards.
my rule of thumb was always to send registered anything that might be considered theft worthy. Registered mail by definition means anyone who touches the mail parcel has to sign for it. The ultimate recourse for shipping and selling anything I need to illustrate its travel path.
Conversely if i can afford to lose the contents priority mail is good enough.

I've always sent my subs in using Priority w/Signature Confirmation. Never had a problem ... and my subs always get there much faster.

Just look up the number on the insurance stub you get, it says when it was delivered.
It always works for me.

Always use the quickest one. Otherwise you'll pay extra to have you box sit in a pile until they open it.
