No becase crossing is not the first think that comes to mind. I buy the coin, not the holder although I really don't like the old rattle holders. So far as those are concerned almost all of the coins that could cracked and upgraded have already been done. The things I don't like about those holders is, (1) they often rattle and (2) they don't fit in my PCGS box and don't stack well with my other coins in my safe deposit box. I have to spend money to get them re-holdered which usually is not worth it.

Sorry, but this is one time when I agree with the posters who say look at the coin, not the holder. I have many many old holders, some are upgrades, most will not upgrade, at least to current PCGS grading standards. I am pretty much at the end as to submitting to PCGS for crossover. 40% crossover acceptance is not acceptable to me for coins selected to be the top 10% of my collection. I feel like my crossover success rate is what it would be if I tossed the dice.
I collect Capped Bust series by variety in PCGS AU/MS grades.

I have to agree with this. I really like some of the old holdered NGC coins. And it's pretty obvious that a lot of them were never submitted for crossover to PCGS.

There's a very real possibility that it's been sitting in someone's collection for the past many years without any consideration of resubmission.

True....but there are many people that also ONLY want coins in PCGS holders...I thought it would be a good question to see how many there are!
If its from a collection or a collector, I think theres a better chance it might be a good shot at an upgrade.
You cant really go by just the holder, its more about the coin.

If you ask members of the Lake George Fishing Club how many prefer fishing over skydiving ... I bet I know the majority answer.
