Need help with an abreviation I saw- 2007 SHQ FDCC?

I noticed the 'FDCC' used in another thread, and although I'm nornally pretty good at figuring out anagrams, (I love deciphering vanity plates) - I couldn't come up with this one. I even checked the Mint's website for clues.

I'm not a frequent poster, so I could use a little help, and appreciate any provided!
