Anybody seen an NGC reverse like this before?

This came on a no-barcode old NGC holder, usually they come with the gold scales on the reverse or later, the blue hologram, but this one has a weird multicolor hologram. Is this still from the 1989-1992 era? Thanks.

The light is just reflecting off the hologram. Its normal.
