Removing raised residue from a card

I bought a 1961 Golden Press Christy Mathewson for $1 raw on EBAY. It has a couple of small residue spots on it that are raised to the touch. The 2 spots together are about 1/2 the size of a small finger nail. Besides that, the card is close to if not MINT, PSA8 or 9 quality. I figured for $1 why not give it a shot.
Any suggestions on how to take off whatever might be on it?

    Be sure she takes off the stocking first and the tp isn't already used.
