How unusual is it to come across a heavily circulated 20 cent piece?

I've always been under the impression that the 20 cent coin was universally disliked and did not circulate much as a result. I stumbled across an example today that would probably grade Fair-02 if certified, I'm wondering if that could be considered a condition scarcity and if it would be worth picking up for a low-ball set collector.

You can always wear it down some more and turn it into a PO-1 which would get much more interest.

Pops are in no way representative of the average grade of a series. The coins received heavy circulation, with many
worn down to AG-G
