What do you think when a seller says, "I am having some problems getting my money from paypal.&
I ordered a Numismatic News subscription for notlogical from a guy on eBay a couple of weeks ago and never heard from him. I checked NN and no subscription. I emailed him and this is what he responded with. "I has been filled, I am having some problems getting my money from paypal. Once the money hits my account it will be submitted to the publisher."
What does that mean?
He required immediate payment and now sits on the money for 2 weeks? I don't get it. I'm afraid it's going to be the same way with the subscription too...I won't get it.

For what its worth, when I first started selling on ebay I had a basic PayPal account. In order to accept payments for Credit Cards I had to upgrade from a personal account to a premier PayPal account. After which I had no problem getting paid with CCs.

That's always possible. I had a buyer email me last week that his coins haven't arrived, and I told him that if they don't show up by next Friday, I'll send him an insurance claim form to get him a refund. He then went to PayPal and filed an "Item not received" claim, whereupon PayPal took $250 from my account balance.
Now, I'm not so pressed for funds that the loss of the $250 is going to cause me any forseeable difficulties, but maybe your seller is not so fortunate.
Or it's something else entirely- I don't know.
I admit, I ordered CW, NN, Coinage, I think Coins, when I realize I had to remain non-ambulatory for most of the day, every day...wanted some reading material, along with my laptop (the phone rings, my wireless shuts down, all from Comcast, but anyway), so I'd have things to do, read, etc, you know, keep me busy, cause its easy to sleep all day if you HAVE to be in bed, especially with the meds, etc, but anyway...... Collectively, it was actually cheaper than getting them directly from the source. I was told it would be like 8-10 weeks before delivery began, but they all started coming within 2-3 weeks. I also got, as a bonus, 1 year of Sports Illustrated, and 1 year of People for free. I do believe I got this through a seller on Amazon, but, basically same deals I have seen on the bay. I HOPE this is the case with you...

Apparently many buyers know that the seller is responsible for delivery, insured or not. By filing with PayPal they are telling you that the insurance claim is your problem, not theirs. Because of eBay and PayPal rules, they are correct.
