does this CC Seated Half look odd?

for some reason the date looked tinkered with.....also i cant find any other Seated coin with Arrows by the date in which the Arrows tilt slightly upward like they do on this coin

i should mention that i dont know the seller and i dont mean to imply that the coin is funky (unless further evidence proves otherwise)

what do you think? tampered with or not? it is a key date in the series
