While in text I would agree with you Chuck, but from a minor standpoint- it hurts the overall stockholder of ebay and somewhere down the road- the Shareholders will say- clean up the crap or we want out.
I agree with you, and if I had a business whose content depended on the knowledge and honesty of other people I'd be kicking them off left and right for being idiots...but that's not eBay's viewpoint, and they have the legal right to be that way about it.
They are in a position of bringing in money over quality. As long as someone pays their fees and aren't blatantly breaking the law, eBay doesn't care at all what they do.
Oh....unless it has a swastika on it, then that's just really bad news (like swastikas are such a bad thing they outweigh lack of integrity, honesty, and decency).
eBay is underinformed, undereducated, and a little too care free about what happens on their site...but they have the legal right to allow it.

While ebay may be uninformed and a lot of people are pulling a fast one on lots of people, there are opportunities for some of us to capitalize on the fact that ignorance can be a friend. My case in point is having bought a quarter with a sintered planchet. It wasn't advertised as such and cost me less than 8 dollars. After submission and grading, it sold for $125 in a PCGS holder@ MS65. So, the manufacturer is the mint, the seller is the liaison and the buyer is the recipient of whatever the seller lists on ebay. But in essence, it's the many mint anomalies that creates the buzz around numismatics which has lots of new people delving into the game. That's not all bad no matter how bad it looks sometimes.
