I thought that the rev looked more FA-2 and the obv looked more AG-3. I think it should be resubmitted to PCGS for Presidential review for a possible upgrade

You're absolutely right. There is magic in the little "CC" underneath the wreath. Silver straight out of the Comstock Lode. My prized possession out of my Morgan collection are the 1880-1885 GSA's, with the "Great Treasury release set of 1898-O to 1904-O a distant second. This very worn 1878-CC has a lot of character to it. If only it could tell us the story of where it has been over the past 100+ years.
