    Looks like a B-3.

    If you have access to Heritage's auction archives, try the Reiver sale for photos for all quarter varieties 1796-1807.

    Is that weak E in LIBERTY a characteristic of B3 or just coincidence that both of the B3's in this post have it?

    B-3s tend to have a weak E in Liberty, probably due that letter being aligned opposite the tail

    B-2s very often have a weak R for the same reason

    I agree on the Br3, the flag on the 5 doesn't touch the bust.

    The star #1 is pretty distant from the curl

    My B3 also exhibits very heavy clashing.
