Hard to tell with the lighting, but I'll guess a 61. Appears to have many hits on the obverse, but the cartwheel appears to be there. Don't think I have ever seen a 60 or 61 40's walker though.... at least any anyone who was selling one.

It is in a slightly cracked 64 DDR ANACS slab. I'll have to take a better picture tomorrow with indirect sunlight, the bad lighting I used seems to magnify the marks on the obverse.
