    Allow me to speculate here:

    It's a fragment of a host cent that was also submitted, at the same time, to ANACS. That Lincoln was slabbed and this fragment, having been proven to have been a part of that 1958-D Lincoln, was likewise holdered.

    Somehow, somewhere, the two ANACS coins soon after departed.
