Nice program for measuring card centering in an scan

I'm interested in bidding on this card: Cal Ripken, Jr. 2001 Bowman Chrome Gold Refractor #96, but the centering looks pretty off (70/30 maybe?). Assuming all else is mint, corners, etc. What would this card grade without qualifiers due to the centering? I'm guessing a PSA 7/8, does that seem right?

Here's an interesting tool for measuring things on your computer screen: JR Screen Ruler. Go to the bottom of the page for the download. I downloaded it and measured the card's border in inches. It looks like the left border is 1/16th of an inch and the right border is twice that. It's 33.3% on the left side and 66.6% on the right side. I'm assuming it would fall into the 65/35 - 70/30 centering? If it would skate by at 65/35, it could qualify as a PSA 9. Does this seem correct? Top to bottom centering appears 50/50. I'm thinking PSA 8 NQ at worst given PSA's guidelines. What do you think?
