Enviromental Damage or Toning????

After reading the glossary, seeing all the posts on Monster Toned and AT"s, would these coins actually fit more into enviromentally damaged bracket and not mint state?
The reason I'm asking is to get opinions on most of the heavily tone coins. Seeing almost white spotted areas off the toned areas that appear to be surface corrosion. There are many out there being posted that have these characteristics and are slabbed!! If air or moisture penetrates these slabs over time, the micro thin layer of toning would lift and start a corrosive point in the coin.
Some coins I've seen already exhibit this action. Does PCGS test any coins with toning to find that they are corroding? Several people have common dated coins that are heavily toned, but are asking up to 30 times their retail value because of the monster toning. But upon viewing these coins, the off white small and large areas look to be a corrosion point on the coin.
So, after reading the PCGS glossary and their definitions, these coins, as pretty as they are in appearance, should be considered environmentally Damaged!
