Interesting Rotated Reverse Modern Commemorative

Going through some of my slabbed coins today and came across this 1997 Officers 1$ Commemorative graded MS69 by PCGS with, what looks to be a 10 degree + or- rotation. First time I noticed it. I know some coins, especially Morgans and such command a slight premium for rotation and was wondering if Modern Commemoratives did also??? Pretty unusual for a commemorative to be rotated, isn't it?? Sorry for the lousy pictures...

    Anyone ever find or see one of those 89-D Congress $1s with 180 degrees rotation. The one listed in The Redbook. Have checked every one I have seen in the last 10 years, no luck yet.image

    I have never seen one in person but have seen a number of pictures and had a few offered to me but for some reason everybody who owns one thinks it is worth $2k-$3k (that was the estimate put on them when they were first discovered in 1989) but I have never seen one sell or receive a bid over $500. As for the above coin there is a chance it is slightly rotated in the holder which accounts for some of the rotation seen on the reverse. The mint tolerance is 15° either direction so even if it has slight rotation then it probably would still not be considered an error.

    Though it is unusual have to agree that it isn't dramatic enough to be considered a major error.
