As bad as NTC is, it isn't their fault they didn't catch it; it's the submitter. PCGS will do the same thing if it's not noted correctly on the submission form.

Looks pretty nasty. I think Russ has found an AH in an NTC holder before. They're just not good with the designation.

There are too many other problems with the coin that a dip won't solve. It has hairlines and non-dippable spotting.
