1999 Silver Proof Sets

Why are these sets selling at such a high premium? Have these been steadily increasing in price for a long while? Any input appreciated.

They have been steadily increasing in price. There was a low number of them made. The 2001 Silver proof sets are also taking after the 1999 sets pricewise.

I read somewhere that due to it being the first year of the State Qtrs., many of these sets were broken up for the quarters. I sold all of my sets except one silver state qtr. set and paid what I thought was a high price for the other half of the set plus the box. Now, it looks like a bargain.
