Signs of cleaning?

Are these white halos around the devices clear signs the coin has been cleaned in some way? Also does anyone have a good recourse on how to detect cleaned/polished coins?

When talking about cleaning it is often the opposite of what you have. That is around some devices like the stars and letters there will be left over 'dirt'. This is seen a little on the right side reverse of this coin.

This coin appears to me to have been dipped at one time. Since then it has developed some color to it. Sometimes around devices the color will not develop the same. I don't know the actual color of the coin but only what is seen in this photo. It appears to be a partial shade off from normal and this could be expected when a coin is dipped (or cleaned) and generates new color.

That is my best guesstimate.

Looks as if it has been dipped and then subjected to an environment/conditions to accelerate post dip tarnish. Cheers, RickO
