Can anyone please tell me what is going on here?

This is a Bicentenial clad D DDO
FS 102 but I can't find any examples of this particular error anywhere. Any feedback is helpful!
I can take more pics but my scope is charging at the moment.

Always take your pictures of the "entire" coin Obv & Rev first. Then zoom in on the area in question.
