It looks like a doubled die to me, but when you find a minor doubled die in the Kennedy half dollar series, your first question should be, is this master die doubling? If it is, that means it is found on all coins of that date, and therefore, it is not an unusual find and there is no premium for it.

I do see the indications that it may be a doubled die... but as mentioned it is very mushy and not very distinct, so likely a minor one?
