Yes but not a doubled die.
What you are seeing is die deterioration doubling.

RPM is short for repunched mintmark. The letter D in your pic is not a mintmark. I agree with The others that what you're seeing due to die deterioration.

RPM is for RePunched Mintmark.

That D is in the motto
