It commemorates the dedication of St. Peter's in Hamburg. They come up with some frequency in Euro auctions. Here is an example which Stack's-Bowers sold in 2013:

It does not seem to have the detail of the Wiener designs, but still attractive.... Cheers, RickO

I'm no help except to encourage the owner to treat the verdigris ASAP. VerdiCare is probably best, if you can find it.
