    I read somewhere else that you need to change your eBay settings to actually start receiving these offers by going to Account, Communication Preferences, Promotions and Surveys, and checking the box for General Email Promotions.

    Does anyone know if this is how to start receiving these offers?

    This is correct. Once done, you are now eligible to receive the offers but only ebay knows how their random choosing is done.
