1994P Kennedy - DDO?? TDO? strike doubled? or something else

I picked up four rolls of halves at the bank. Found four 40% silvers and this strange '94P.
Any idea of how to clasify this doubling is appreciated.

    Wow! That looks pretty dramatic.

    I wonder what was going on to get a spread like that. It appears to be machine doubling.

    There's doubling only from the top of the forehead to the bottom of the earlobe. Within the ear, it appears to be tripled.
    Strange indeed.

    edit: at least tripled at the ear, possibly quad. Far easier to see in person at 10X but I can't zoom any closer with my camera.

    Double struck in collar, very little if any premium value.
