Report issues with buyers
eBay takes action on buyers found breaking the rules. If you suspect a buyer is abusing the system, report it! For example, if a buyer:
•Claims the box was empty
•Demands both a refund and to keep the item
•Threatens to leave negative feedback in order to extort a refund, or compel you to provide things that weren't part of the listing
A streamlined hub gives more examples and makes it easy to report your experience. You have access to the hub in the Feedback flow, Feedback Forum, from your Seller Dashboard, Contact Us, and in the eBay Buyer Protection hub. Check your Seller Dashboard to see the number of times Feedback and Buyer Protection cases were removed from your account as a result of your report and eBay's detection systems.

"...• Threatens to leave negative feedback in order to extort a refund, or compel you to provide things that weren't part of the listing..."

//////////////////////////////////

This one contains misleading info designed to lull sellers into a false
sense of security, and does not comport with the manner in which the
policy is applied/enforced.

The policy reads:

Examples of Feedback extortion

The buyer can't threaten to leave negative Feedback or low detailed seller ratings (DSRs) if the seller won't:

Accept a return and pay for return shipping.

Give a full or partial refund for an item.

Lower the shipping and handling costs.

Refund payment before the buyer ships the item back to the seller.

Send an extra item that wasn't part of the original listing. (This doesn't include when a buyer requests a replacement for an item that doesn't match the original item description.)

NO buyer has ever been penalized for stating:

"If you do not issue the refund that I am entitled to, I will have no choice
but to leave you a NEG and a low DSR rating."

Such a statement is NOT extortion; EVEN tho the policy wrongly states
that it is. An honest/dishonest buyer has an absolute right to define
prospective consequences to a seller.

If a seller is "extorted," his ONLY recourse is to report it to EBAY after
the unwarranted refund has already been issued.

If a seller receives an empty box, a switched/damaged item, his ONLY
recourse is to report it to EBAY after the unwarranted refund has
already been issued.

Such claims by sellers are almost NEVER officially resolved in the sellers' favor.
Complaints against THIEVING "buyers" are ONLY considered in the aggregate.
If a "buyer" gets enough complaints, EBAY will chat her up and "warn" her;
nothing more. (Courtesy refunds are sometimes issued to sellers, BUT NEVER
at the expense of the THIEF.)

EvilBAY is a great place for CRIMINALS to get free stuff from sellers, and
for CRIMINALS to sell stolen stuff. (The chiefs of security at MANY major
retailers have called EBAY the "largest fence of stolen property in the world.")

............................................................

With Chi-Com junk and counterfeits now comprising a HUGE percentage
of the site's 122-MILLION listings, the outfit has decided that it will be
making MAJOR ad-buys during the coming XMAS season.

That is a good thing for small sellers, if they can survive the false promises
of "seller protection."

Excellent points as always from Storm.

I'm not sure I understand this point of "That is a good thing for small sellers"...

I would think that considering these circumstances you mentioned, that ebay buyers would tend to gravitate towards larger, more "trusted" ebay sellers...the buyers figuring that the smaller sellers and/or the newer sellers, would more likely be the scam artists selling the Chi-Com junk.

I meant that the ad buys would be a good thing.

The Chi-Com mega-sellers will be prime beneficiaries, but all
sellers should get at least a little boost.

JD has been "thrifty" with his ad money. If he had spent a
little in 2008/9/10 - before the Chi-Coms took over the site -
small American sellers could have weathered the despression
a little better.

JD said the site was "not ready for primetime" until now; too
many bad sellers. Bad "buyers" have chased LOTS of good
sellers away. Now, large foreign sellers will get the bulk of the
money that advertising generates.

Amazonification is underway at EBAY, but it is as counterfeit
as most of the Chi-Com junk on JD's site. I have NEVER
understood why folks shop for non-collectibles on EBAY; as
I have said before, I am glad they do, but I just don't see
the attraction. Sooooooo many MUCH better places to shop.
